Overview of the transition to My Number Card used as a health insurance card

  • The current health insurance card will no longer be issued and will be abolished on and after December 2, 2024.When visiting medical institutions, you are required to use your My Number Card as a health insurance card.For those who hold a health insurance card that was valid before the abolition date, a transitional measure has been put in place that allows them to use that health insurance card until December 1, 2025.
  • The current health insurance card is used for identity verification when using our health services (resort facilities, restaurants, medical checkups, physical health promotion events, etc.), so for those who newly enrolled after the abolition of health insurance card, we will issue an "Eligibility Information Notification" with the business establishment code, insured person number, and QR code.
  • If you are unable to undergo online eligibility verification (seeking medical care from medical institutions, etc.) using your My Number Card, we will issue an "Eligibility Verification Certificate" that can be used to visit medical institutions, upon application.

Online eligibility verification system

“Online eligibility verification” refers to the system that centrally manages subscriber information linked to an Individual Number (My Number) registered on an intermediate server, and provides the latest eligibility information to medical institutions via an online billing network when the subscriber visits medical institutions using their My Number Card, as well as the eligibility confirmation using this system.
After receiving notifications from business operators, the health insurance association will register subscriber information on an intermediate server, which will then automatically be linked to the online eligibility verification system.

On the Notice of Acquisition of Insured Status or the Dependent Change Notification, please fill in an accurate Individual Number, as well as the bearer’s name (in kanji/kana), date of birth, gender, and address as listed on the residence certificate or My Number Card.If there is any discrepancy with the residence certificate, the data cannot be registered in the online eligibility verification system, and the person’s online eligibility may not be able to confirm at the counter of the medical institution. It is very important to submit accurate information promptly.

  • From December 2, 2024, all applications that require the issuance of a health insurance card, such as Notice of Acquisition of Insured Status, Dependent Change Notification, Name Change Notification, and Health Insurance Card Re-issuance Application Form, will not be accepted.
  • Health insurance cards will not be issued for applications on and after Monday, December 2, 2024.Specifically, health insurance cards will be issued for applications received by us by Monday, November 25, 2024.However, this will only be the case if there are no errors or omissions in the application.
  • Regardless of the date of processing at our association, health insurance cards will not be issued for which the eligibility date is on and after December 2, 2024.

Use of current health insurance card

  • As a transitional measure, current health insurance cards can be used at medical institutions until December 1, 2025.
  • On and after December 2, 2024, the health insurance card also can be used for identity verification when using our health services such as resort facilities, restaurants, medical checkups at heath checkup institutions, physical health promotion events, etc.

When you lose your health insurance card

  • If you lose your eligibility by December 1, 2025, the last day of the transitional period for the use of health insurance card, please return your health insurance card.
  • You do not need to return your health insurance card after the transitional period ends.

  • For those who join our association after the issuance of new health insurance cards has ended and who have completed registering their data in the online eligibility verification system, we will issue an "Eligibility Information Notification" for the following three purposes.
  1. To easily grasp the insured status when new insurance cards are issued
  2. To notify you that procedures for obtaining qualifications at our association and procedures for online eligibility verification (seeking medical care from medical institutions, etc.) have been completed
  3. To allow access to our health services such as resort facilities, restaurants, medical checkups, and physical health promotion events, etc.
  • We will inform you of how to apply and its format once the details have been decided.
  • Once you receive the Eligibility Information Notification, you can use My Number Card to verify your eligibility online (seek medical care from medical institutions, etc.).
  • It will take some time to deliver the Eligibility Information Notification. (We will inform you of the specific number of days later.). If there are any errors in the application form or if any attached documents are missing, the data will not be registered and the process will be halted, so please fill in an accurate Individual Number, as well as the bearer’s name (in kanji/kana), date of birth, gender, and address as shown on the residence certificate or My Number Card.
  • Even before you receive the Eligibility Information Notification, if you log in to Mynaportal and our association's information is listed(*) on your page, you can receive online eligibility verification (seek medical care from medical institutions, etc.).

4 Those who obtained My Number Card but have not registered to use it as a health insurance card

Use of the Eligibility Verification Certificate

  • The Eligibility Verification Certificate has an expiration date.The expiration date is until the end of the fourth year after the date of issue of the Eligibility verification certificate.

    Example 1: Issued on January 1, 2025 → Valid until December 31, 2029
    Example 2: Issued on December 31, 2025 → Valid until December 31, 2029
  • The expiration date of the Eligibility Verification Certificate issued due to loss or damage of your My Number Card is 60 days after the date of issuance.(Issuance for short-term use)
  • We will inform you of the Eligibility Verification Certificate and application form formats once the details have been decided.

 

Return of the Eligibility Verification Certificate

  • If you lose your eligibility of the Eligibility Verification Certificate before the expiration date, you must return the certificate (if you lose your eligibility after the expiration date, you do not need to return it).

Q. I have My Number Card that can be used as a health insurance card, but I want to obtain the Eligibility Verification Certificate just in case.Can I get the Eligibility Verification Certificate too?

A.
The Eligibility Verification Certificate will not be issued to those who can successfully receive medical services at medical institutions with their My Number Card. As previously informed, the Eligibility Verification Certificate will only be issued to those "who are unable to undergo online eligibility verification using their My Number Card."

Q. I presented My Number Card at the hospital reception, but there was a problem with the card reader and the message "The eligibility information cannot be read" was displayed. In this case, should I pay the full amount to receive medical treatment?

A.
If, despite presenting a valid My Number Card that can be used as a health insurance card, eligibility information cannot be confirmed due to a malfunction of the card reader or other reasons, please present one of the following along with your My Number Card to receive medical treatment without any problems.

During the transitional period (until December 1, 2025), you can receive medical care by presenting your current health insurance card instead.

Q.I will reach retirement age during the transitional period (by December 1, 2025) and will be re-employed by the same company. After being re-employed, the business establishment code and my insured person number of the health insurance may change. Will a new card be issued?

A.
On and after December 2, 2024, health insurance cards (including National Health Insurance Recipient Card for Seniors) will not be issued for any reason. This applies not only to the case of continued re-employment, but also to the following cases.

  • Loss or damage
  • Changes in name due to marriage
  • Correction of date of birth due to error
  • Becoming a voluntary and continuously insured person due to retirement
  • ransfer between affiliated companies, etc.

Q. What should I do if we cannot promptly submit the Notice of Loss of Qualification and other documents because the subscriber who loses eligibility does not know whether he/she has an Eligibility Verification Certificate and has not returned the certificate?

A.
Even if the subscriber has not returned his/her Eligibility Verification Certificate, please promptly submit a Notice of Loss of Qualification and return the certificate at a later date.
*If the person e for the Eligibility Verification Certificate has not returned the certificate, we will notify you after completing the procedures for loss of qualification. Please collect the certificate from the person and return it to us.
